I have at the same time to ask your general authority to provide in the Estimates for 1905 for the same staff with such additions, deductions, or alterations as may be found necessary, due regard being had to strict economy, as it will be impossible to ascertain what arrangements may be required for next year until the year is well advanced.

Mr. Clementi is at present drawing his salary as Assistant Registrar-General; Mr. Fletcher is acting for him on the pay of a Passed Cadet.
